Remember when Ed Koch negotiated a budget? This Tuesday he recalled one battle with the Board of Estimate: "I said, 'We don't have any money. We have nothing and I'm not going to give you anything.' And I remember him keeping it up? and I said to him, 'Fuck you. I'm leaving'? He came after me and said, 'We're only fooling. Come back.'" Koch for governor!
